LMPC Certificate — What It Is and Who Needs It

The Legal Metrology (Packaged Commodities) Rules 2011, framed under the Legal Metrology Act 2009, regulate the import and retail sale of all pre-packaged goods in India. The rules specify mandatory label declarations that must appear on every package sold in India — including the product name, manufacturer/importer name and address, net quantity (in standard units), Maximum Retail Price (MRP) inclusive of all taxes, month and year of manufacture/import, and country of origin.

To import pre-packaged commodities into India, businesses must obtain an LMPC (Legal Metrology Packaged Commodities) Registration Certificate from the state Legal Metrology Department of the state in which their registered office is located. This certificate confirms that the importer is registered under the Legal Metrology (Packaged Commodities) Rules and is obligated to ensure that all imported goods comply with the prescribed labelling standards.

The LMPC registration is mandatory for customs clearance of virtually all packaged consumer goods — food products, cosmetics, personal care products, electronic accessories (packaged), hardware and tools, stationery, clothing (if pre-packaged), kitchen appliances (if sold in retail packaging), and any other goods that are sold in sealed packages to end consumers in India. Customs officers verify LMPC registration at the time of Bill of Entry assessment for all relevant product categories.

LMPC Registration Process and Label Requirements

The LMPC registration application is made to the state Legal Metrology Department (Controller of Legal Metrology) in the state where the business is registered. The application requires: company registration certificate, PAN, GSTIN, IEC, address proof, product list with HS codes and descriptions, draft label specimens showing all mandatory declarations, and the application form prescribed by the state authority. The government fee for LMPC registration varies by state — typically in the range of ₹5,000-₹15,000.

Label compliance is the ongoing obligation after LMPC registration. Every package imported under the LMPC registration must bear labels (either pre-printed or stickers applied before import or before retail sale) that show all mandatory declarations in the required format and font sizes. Particularly important is the MRP declaration — the MRP must include all applicable taxes and must be the maximum price at which the product is sold to the end consumer. For goods that are imported without compliant labels (as manufactured for export markets, which often use different labelling formats), re-labelling is required before the goods can be sold in India. The timing and cost of re-labelling must be factored into the total import cost calculation.
