BIS Certification — Mandatory for Key Product Categories

The Bureau of Indian Standards (BIS), India's national standards body operating under the BIS Act 2016, administers several product certification schemes that are mandatory for specific categories of goods sold in India — whether manufactured domestically or imported. BIS certification is not optional for regulated product categories: customs clearance for covered products is refused unless a valid BIS registration/licence is on record.

Three primary BIS certification schemes are relevant to importers and manufacturers: CRS (Compulsory Registration Scheme), which applies to electronics and IT goods; ISI Mark Certification, which applies to industrial and consumer products including cement, steel, domestic gas cylinders, and packaged drinking water; and FMCS (Foreign Manufacturers Certification Scheme), which allows foreign manufacturers to apply directly for BIS certification for their products exported to India. Each scheme has its own application process, testing requirements, and fee structure.

The list of products subject to BIS CRS certification has expanded significantly in recent years, now covering over 65+ product categories including mobile phones, laptops, tablets, power banks, LED lights and luminaires, inverters and UPS, smart meters, CCTV cameras, set-top boxes, domestic electric irons, room heaters, and wireless keyboards. Any importer of these products who does not have a valid BIS registration will find their cargo detained at customs until the certification issue is resolved — potentially resulting in significant detention costs.

BIS CRS Application Process for Importers

For importers seeking BIS CRS certification, the application is made on the BIS online portal (manakonline.in). The process involves: creating an account and submitting product details (model name, brand, technical specifications per the applicable IS/IEC standard); selecting a BIS-recognized test laboratory (NABL accredited) for product sample testing; submitting the test report showing conformance to the applicable BIS standard; and paying the applicable registration fee (currently ₹10,000 per model). Upon successful review, BIS issues a Registration Certificate valid for 2 years.

The key documentation required for BIS CRS includes: the applicant's PAN and GSTIN (for Indian applicants), company registration certificate, technical specification of the product against the applicable IS/IEC standard, test report from a BIS-recognized laboratory showing compliance with the required parameters, declaration of conformity, user manual in English, and product samples for the BIS's own verification if required. BIS FMCS (Foreign Manufacturers Certification Scheme) allows foreign manufacturers to directly hold a BIS ISI mark licence for their products, without needing an Indian entity as the applicant. The FMCS process involves: factory audit by a BIS-appointed inspector at the foreign manufacturer's facility, product sample testing at an Indian BIS-recognized laboratory, and annual surveillance audits. BIS CRS registrations are valid for 2 years and must be renewed before expiry. The renewal process involves submitting updated test reports (if the product specifications have changed) and paying the renewal fee. BIS also conducts surprise market surveillance — purchasing products from retail and online channels and testing them against the registered specifications.
