The Chip Import Monitoring System (CHIMS) was introduced by the Government of India under the DGFT framework to monitor imports of integrated circuits (ICs) and semiconductor devices classified under Chapter 8542 of the ITC(HS). Similar in design to PIMS (for paper) and SIMS (for steel), CHIMS is a data collection mechanism — not an import restriction — that enables the government to track semiconductor import volumes, origins, and values as it develops India's domestic semiconductor manufacturing ecosystem.
